Japan Launches Anti-Dumping Probe on Steel Imports

Japan has initiated an anti-dumping investigation into key steel imports from China, South Korea and Taiwan, adding to growing concerns across the global steel industry about excess supply and unfair pricing.

The investigation covers hot-rolled and cold-rolled steel products, including coils, strips and sheets. Japan’s trade and finance ministries announced the probe following a request from major domestic steelmakers. Japanese steelmakers claim the products under investigation were being sold in Japan at prices up to 50 per cent below their normal value. These flat steel products are widely used across automotive, machinery, consumer goods, packaging and industrial manufacturing sectors.

Japan had previously launched investigations into certain coated and stainless steel imports from some of the same countries. According to the Chairman of the Japan Iron and Steel Federation, the need for trade protection measures has become increasingly urgent as global steel markets face mounting pressure from overcapacity.

China, the world’s largest steel producer, has ramped up exports to compensate for weaker domestic demand, intensifying trade concerns across Asia, Europe and Latin America. New steel production capacity emerging in Southeast Asia has further heightened competition.

Steel trade tensions extend beyond Japan. China reached a pricing agreement with South Korea to settle a separate anti-dumping investigation, Australia imposed tariffs of up to 82 per cent on Chinese hot-rolled coil imports, and Turkey introduced a 3.95 per cent anti-dumping duty on certain Chinese steel products.

As global steel procurement patterns continue to shift, more countries are monitoring imports closely and considering protective measures for domestic producers.
